or read נערמנ see id no. 11227. Unclear that this is cv from photo. For the name compare DAIK / SI O 4643, Fund-Nr. 38800 cv. 04 (especially Röllig's reading) as for the element נעמ see the Yehawmilk Stele (KAI 10 = CIS I 1), for which it is used as quid pro quo "good things" (Akk. ṭabtu = Aram טבת) from the diety to the patron/benefactor. Search DB for other names.
