It is now clear that this and Cairo EM JdE 3484 = TAD C3.10 are the earliest examples of Census taxation lists. The vast majority, as published in P.Count come from the third century and are found in Demotic and Greek.
Frag. e, recto vi. The fibers of fragment 598, 49 line up with those few remaining left of the sheet-join, and the ink of the letter ס is over the sheet-join.
