Röllig is certain of the last letter, but it looks more like a מ in the photograph; it is clearly written with 3 different strokes and two pen-lifts, while Phoenician B is typically either two strokes and no pen-life (cursive) or with a noticably triangular head (linear) (e.g. no. 15) His comments suggest that he is reading the script as Phoenician since P and B are generally different in Aramaic, but sometimes indistinguishable in Aramaic.
