Vittmann, "Ägypten und die Fremden im ersten vorchristlichen Jahrtausend" pp. 116–118 and "Arameans in Egypt" p. 263 sees this as Egyptian in Aramaic script.
TAD's readings of the side1 palimpsest are not convincing. The text is too effaced, even in the IR photographs.
