The ink does not show in IR, and is therefore likely a metal-based or plant-based, rather than carbon-based, ink. This would place the text in the Common Era. The script looks punic, but it is difficult to decipher any words. One wonders where it came from and if it is related to the other punic text in the CG AIBL collection.
