Textual Notes
Sachau nor Cowley identified the recto or verso. TAD sees the recto as written ⟂, then the document was flipped side-to-side and continued on the verso ∥ to the fibers. This seems unlikely. 
v 2: ל{מ|ק}ל⸢י⸣ש{ד|ר}א. Meaning uncertain. Perhaps a name such as Gul⸢a⸣-šar-u[ṣur] (?). Compared to the letters on the recto, the second letter is either a defective מ with a cross stroke that does not continue through the top of the letter, or a defective ק with a right stroke that is significantly too long.
